Beware of this unscrupulous and deceitful dealer!!!!!

01/03/16 – Purchased a 2010 Ford F-150 on eBay for $18,100.
01/04/16 – I transferred $19,311 into sellers bank account ($18,100 purchase price, $1,086 sales tax, and $125 title fee). Seller said he would have vehicle delivered that day. When I went to get the vehicle when the transporter arrived, it turned out it was the wrong vehicle! Transporter reloaded the vehicle and took it back.
01/05/16 – The vehicle was delivered. When I looked the truck over I found it to be in poor condition and not at all as described.
Vehicle was described as having a “Power Glass Moon Roof.” - Vehicle did not have any moon roof.
Vehicle described as having “Navigation.” - Vehicle did not have navigation.
Vehicle was described as being from a non-smoker and that the carpet was in good shape. - Vehicle had multiple cigarette burns (more than 20) in the carpet.
Seller claimed “Everything appears to function properly.” Said vehicle had “Ice Cold AC.” Said “Buy with confidence.” - Power running board on driver's side is completely missing and the mounts are broken or missing. AC does not blow cold. When ignition is turned on, dash warning lights indicate that the braking system is malfunctioning. Driver window does not work properly. Power mirrors do not function at all.
I called the seller and said I wanted to return the truck. He agreed to accept the return but said they had already processed the title and he would not be able to return my funds until I got the title in the mail and returned it to him. I told him I was going out of the country until Jan. 21 and would contact him when I returned.
01/25/16 – I called the seller and told him I still hadn't received the title. He said he had re-listed the vehicle on eBay. The bidding reached $16,700 but the truck didn't sell because it did not reach the reserve price. He re-listed the truck again on eBay.
I called the Florida Title Department to find out when I might expect to receive my title.
They told me they had no records of the title in their system. I called the seller and he claimed to be surprised that the title had not been processed. He said he would check on what happened and get back to me shortly. I did not hear from him again that day.
01/26/16 – In the morning I called him again. He told me they did not process the title. I told him I wanted my funds returned. He said he would deposit the funds in my account that day. I received an email from him saying they deposited $1,211 (the sales tax and title fee) into my account. I called him to find out about the $18,100 and he told me he didn't have the money and was “working on it.” I told him I needed the funds deposited no later than 5 PM the following day. He said the listing for the truck on eBay was ending today and he would be able to have the funds if the truck sold. I suggested he lower his reserve price so that he would be able to sell the truck. The listing ended at a top bid of $17,100 and was not sold. He didn't lower his reserve as I suggested.
01/27/16 – I called him in the morning and told him I wanted the funds today. He said that “It was not going to happen and that he didn't have the money.” He has had the use of my money for nearly a month and he knew that he needed to refund my money as soon as I received the truck and called him about returning it. He lied about the title being processed and has stalled and made excuse after excuse. Although I've been very patient and understanding up until this point, I stated that if I don't get a refund today, I would take further action. He told me I was developing “an attitude” and that he's not a person that I should have a attitude with.
This is an example of an unscrupulous auto dealer. His lies, excuses, incompetence, and failure to be able to have the proper funds to handle transactions is a prime reason so many car buyers do not trust car dealers. Vehicle description was misleading, inaccurate, and intentionally deceptive. I suggest that this individual be investigated for improper business practices.
The dealer has had the use of my money for nearly a month, has possession of the title, and I have a worthless vehicle sitting in my driveway taking up space. He has taken my money and used it and now claims he doesn't have the funds to refund to me. Interest on the $19,000 at 18% interest amounts to $285 which I've, at this point, suffered a loss.
I request that your department look into this matter and demand that he return my funds immediately. I am in need of buying another truck and I'm unable to do so because my funds are tied up with this unscrupulous dealer.
