First I'd like to say these people sure do a good job of making their company seem legit but after you've paid for the services you'll soon find out how much of a waste of time/money they really are. Remember, ANYONE can create a good review for their own business. All it takes is one computer to generate numerous comments.
Below I've listed exactly the communication, post bbb complaint, between this company and myself.

Gototrafficschool.com (GTTSC) advertised $33. Once enrolled I was charged $168.00 (not disclosed upfront) which I understand to be split amongst several parties (government and GTTSC). Website displays one $33 fee for course. I was told by cust. service (CS) that I would receive the certificate for enrollment (needed before you can start) within 15 min., did not come until 3 days later. During this time, asked for manager, was told manager is not on premises, I would need to wait 1 day for call. Call never came. Tried again, call never came, employees did not express concern/care. Started online class, no satellite teacher nor video, all reading. Content had numerous grammar, & punctuation errors. Once online courses complete I was instructed to take final exam at notary or UPS store (also not disclosed initially in website or after calling CS). Went to local bank and called GTTSC as instructed by website. No answer for over 2 hours. Once I got through CS said test sent via fax. No fax for 40 minutes. Called GTTSC and asked to speak with manager, told not on premises, it'll be Monday. If this is indicative of the first time I asked for manager, the manager will never call. I was forced to pay the ticket in lieu of taking the test (which would have waived the fine: $166.00 and prevented costly insurance hikes) for two reasons: #1. today was the last day to complete the test (2-19-10) #2. GTTSC has proved to be incompetent in providing education and delivery of services.

Display an address on site for BBB search functionality. Correct course content. Refund the course fee to myself. Disclose proper info/use correct language to customer before purchase is made. Train customer service employees. Disclose the fact the course is self taught. Care about your customer satisfaction.

Company's Response Company's Initial Response - Posted 02/24/2010 This customer's claim that the total course fee is not disclosed during registration is inaccurate. GoToTrafficSchool.com is required by law to disclose all fees during registration. The $168 price is disclosed up front, before any payment is made. We understand that this customer is frustrated due to the fact that he enrolled with very little time remaining before his court due date and also failed to complete his final exam in time; however, this is not the fault of GoToTrafficSchool.com. All testing procedures (Notary or Proctor requirements) and grading procedures for the final examination are disclosed to the student. The GoToTrafficSchool.com course was also carefully reviewed by the Arizona Supreme Court, who approved the program in its entirety; however, we always welcome recommended changes from our customers and will be happy to review any changes this customer suggests. Finally, thousands of customers have completed an online traffic school course through GoToTrafficSchool.com; however, some students invariably wait until the last minute to complete their course and miss their completion deadlines. This is not something GoToTrafficSchool.com can remedy. Unfortunately for this particular student, he is not eligible for a refund of any kind. Initial Response Summary The customer is not eligible for a refund per the GoToTrafficSchool.com terms of enrollment and Arizona State Law. Consumer's Rebuttal Consumer's Rebuttal - Posted 03/08/2010 I had over two weeks to complete this class per the courts requirements and this is irrelevant considering the class is 4 hours to complete and the test is supposed to be available to anyone who is able to meet the testing requirements. The day I pre-arranged to take work off was the day GTTSC failed to provide the test. Knowhere on the website does it indicate I should allow extra time in case GTTSC does not fulfill their duty and services. As stated before, GTTSC is incompetent in many aspects of their business model and I would highly recommend that they go through and grade themselves accordingly. Admitting your faults is the first step to correcting them. In addition, I highly recommend that the BBB demands GTTSC change their BBB listing to reflect the publicized business name (gototrafficschool.com) so that customers/potential customers may find them easier, as well, change their website to display the correct BBB grade (currently they say they have an "A"). I would also recommend GTTSC discloses with the public that they do not have an office in AZ, nor employees in AZ, which according to the Supreme Court of AZ they MUST have in order to do business in AZ. Also, GoToTrafficSchool.com does in fact maintain both a physical office and a statutory office in the state as required by Arizona law.
