Deceptive business practices

Signed a contract to remodel our kitchen and put new floor down in our living room and cut peter a check for $13K, 3+ weeks later Peter only bought the materials for the living room floor. Disappeared for 3+ more weeks with zero contact, did not return emails or phone calls. Only until we started leaving bad reviews on yelp, insiderpages, kudzu.com, did he reappear saying he didn't run off with our money. During the time he disappeared we noticed a lot of similiar bad reviews popping up of the same thing happening to people all over DFW.
